Why no provider dispatch was sent. NOT_DECLARED means the provider does not declare the message. OUTSIDE_PRINCIPAL means native mutations are limited to accounts owned by the original caller; sharing a group or endpoint does not grant native account-management authority. Local intent can still apply without dispatching to the foreign account.

Allowed values: NOT_DECLARED, OUTSIDE_PRINCIPAL.
