string APPLIED commits without a failed-dispatch fallback; PARTIALLY_APPLIED commits with one. NOT_APPLIED reports provider attempts from a failed customer batch and carries no group etag.
Allowed values: APPLIED, PARTIALLY_APPLIED, NOT_APPLIED.
