One public V2 plugin manifest document, encoded as strict YAML or JSON. The canonical declaration model and validation are owned by the public plugin-contract package. Unknown fields, extra documents, undeclared canonical identities, executable handlers, host deployment fields and credential values are rejected with INVALID_PLUGIN_MANIFEST. Capability support lists and profiles must be explicit, including empty lists.
