Provider synchronization policy. BEST_EFFORT asks declared providers first and saves local fallback intent on failure. FAIL_ON_PROVIDER_ERROR fails the customer batch on a failed supported dispatch while retaining received provider truth. PORTOS_ONLY changes local intent. Undeclared messages are reported as NOT_SUPPORTED and do not prevent local changes.
